Transfers and Out-of-state Players

Prior to this year, Transfers were covered by By-laws Article 12. With the adoption of new By-laws at the April, 1995 meeting, the Transfer rule was eliminated and incorporated as policy for the 1995-1996 season.

There are three types of transfers. They are:

1. TRANSFER BY-RELEASE:

  • Players may transfer from a program provided they have a signed release from the president of the original program.
  • The released player may not participate in the state tournament in the first year of transfer.
  • Procedure: Present release to registrar with the player’s registration.

2. PERMITTED TRANSFERS:

The above release and state tournament ineligibility rules do not apply to the following situations:

  • (a) Player has changed residence to area covered by new program.
  • (b) A player who has not previously transferred to any program wants to return to home town program. Example-South Burlington resident who start with Burlington and later wants to transfer to CSB program.
  • (c) The program the player was last registered with has become inoperative at player’s age group (Squirt, Pee Wee, Bantam) but not by level (A, AB, B). Example -if a program had an A team in a prior year but drops to A/B in the current year, player is not eligible for permitted transfer.
  • (d) In a case where programs merge with approval of the V.S.A.H.A. Board.
  • (e) When program does not have a team at player’s age group.
  • Procedure: For each of the above situations, a statement of the reason for the transfer should accompany the registration form. (See Registration Section)

3. BOARD APPROVED TRANSFER

Another exclusion to the transfer rule is handled differently than the above exclusions. It is as follows:

Extraordinary situation approved by the Board.
(f) Procedure: Make application to Board through First Vice President (See Application Form). Executive Board will make initial determination and present case and its position to full Board for determination by majority vote at next regular meeting. NOTE THE PLAYER IS NOT REGISTERED UNTIL FAVORABLE ACTION HAS BEEN RENDERED BY THE V.S.A.H.A. BOARD.

Teams having more than 2 released players during the regular season shall be ineligible to participate in the state tournament. No team shall have more than 4 released players.

OUT-OF-STATE PLAYERS need to be voted on by the full Board each year of registration even though they may have been voted on in one or more prior years.


NOTICE OF TRANSFER
TO BE PRESENTED TO LOCAL REGISTRAR AT TIME OF REGISTRATION

In order to eliminate questions concerning transfer of players from one organization to another, and to protect the integrity of every program, regardless of the level of competition, the Board of Directors of the Vermont State Amateur Hockey Association, Inc. has enacted policies concerning transfers. There are three types of possible transfers:

1. Permitted Transfer designed for players who have incurred a change of circumstances, or who belong to an organization which does not have a state tournament eligible team in the player’s age group;

2. Board Approved Transfer designed for players not meeting the requirements of a Permitted Transfer but who have unusual circumstances justifying a change of programs;

3. Transfer by Release designed for players who have received a release from their prior organization and are accepted by a new organization. PLAYER’S TRANSFERRING UNDER THIS SECTION ARE INELIGIBLE FOR TO PLAY IN THE STATE TOURNAMENT IN THE SEASON OF TRANSFER.

Questions concerning transfers should be addressed to your association representative.

__ First transfer to local organization.
__ Original organization defunct.
__ Original organization has no state tournament eligible team in player’s age group.
__ Transfer is to a new organization created by merger or separation and approved by VSAHA

STOP! If you checked any of the choices above you do not need to complete any other part of this form, except to sign the form and give it to your local registrar with your registration. If none of the above fit your situation select one of the choices below and following the instructions for that choice.

__ Transfer is due to an extraordinary situation, described on the attached sheet, and we request Board Approval.
Attach a complete description of the situation, sign the form and forward to VSAHA 1st Vice President, Jim Antell III, 645 Airport Rd, Colchester, Vt. 05446, for action at next regular board meeting.
NOTE: REGISTRATION IS NOT COMPLETE UNTIL VSAHA BOARD HAS APPROVED THE TRANSFER. PLAYER SHOULD NOT PLAY UNTIL APPROVAL IS GRANTED. IF APPROVAL IS NOT GRANTED, PLAYER WILL HAVE TO DECIDE WHETHER TO RETURN TO THE ORIGINAL ORGANIZATION OR GET RELEASE AND BE INELIGIBLE FOR CURRENT SEASON’S STATE TOURNAMENT.

__ Transfer is pursuant to a release from original organization.
NOTE: BY CHECKING THIS SECTION AND SIGNING BELOW, PLAYER AND PARENT/GUARDIAN UNDERSTAND AND ACKNOWLEDGE THAT PLAYER WILL BE INELIGIBLE TO PARTICIPATE IN THE STATE TOURNAMENT AT THE END OF THIS SEASON. Attach the Original Organization Release, sign the form and give it to your local registrar with your registration.
